I use Clip Studio Paint EX. The brushes I use are modified gouache brushes and a custom pencil.

The image is mostly red, but the sclera is a bright purple so I think that's why it pops?

This is very interesting! I love the grey colors mixed with a bit of vibrant red and orange colors! Makes the character pop! And the white outline also makes the character stand out a lot more!
